​Notice of Public Comment Period​

​Kentucky Housing Corporation (KHC) will accept public comments on the Environmental Review Records of the following projects. KHC has determined that they will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.​​

  • Smiley Terrace: Comments will be accepted May 30, 2025, through June 16, 2025. Follow this link to download the Environmental Review Record for the new construction of a 76-unit apartment complex consisting of one-, two- and three-bedroom units to serve low- to moderate-income individuals and families. Housing Assistance and Development Services Inc. (HANDS) and Wabuck Development Co. Inc. will be developing the eight-building project, which will include residential buildings, a community building, parking, walkways, and utilities at 1295 Glass Avenue, Hopkinsville, Christian County, Kentucky (Coordinates: 36.875732104008684, -87.499130002877).​ Kentucky Housing Corporation (KHC) has issued a Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds (NOIRROF) for the U.S. Department of Housing and Urban Development HOME Investment Partnerships (HOME) funding that will be used on the project. KHC will accept public comment on this Environmental Review Record through June 16, 2025. Please submit all comments regarding the Environmental Review Record in writing to Jennifer Oberlin, Kentucky Housing Corporation, via U.S. mail at 1231 Louisville Road, Frankfort, KY 40601, or via email at environmentalreview@kyhousing.org​​.   • 1018 Powell Street: Comments will be accepted June 10, 2025, through June 18, 2025.
